Radea is a character that moves to Rigbarth late in the main story.

Radea is the younger sister of Livia. The two are dragon gods, one a dragon god of light (Livia/Lumenivia) and a dragon of shadows (Radea/Umbradea). The dragon god of shadows absorbs corrupted rune energy from the land, while the dragon god of light absorbs that energy and purifies it, so it can return to the earth in order to maintain rune energy harmony. After reconciling with her sister, she will move to Rigbarth and become another townsfolk the protagonist can interact with.
