In an interview between NintendoLife, James Kay (Founder and creator of the Piczle series, Score Studios LLC) and Hikaru Nakano (Story of Seeasons Brand Manager, Marvelous Global Games Studio, Marvelous Inc) the union of Story of Seasons and Piczle Cross was discussed. The idea for Piczle Cross: Story of Seasons came from a brainstorming session between James Kay and Rainy Frog, and Story of Seasons was brought up as a possible option for a crossover. James Kay also added he is an unapologetic fan of the Story of Seasons series. On the topic of gameplay, James Kay said puzzles were based on Story of Season mainstays such as farming tools, crops, animals, bachelors, bachelorettes and villagers from the games. Additions include the ability to turn off the timer, hints for possible moves, correct wrong moves and quality of life features like completed rows marking themselves off and easier measurement using grid cells. Hikaru Nakano hoped this crossover would encourage puzzlegoers to try the Story of Seasons series, and that the charm in this series is reflected in this collaboration. At the conclusion of this interview, the possibility of another Piczle Cross: Story of Seasons was mentioned.

In another interview with TouchArcade US, James Kay mentions that a lot of the credit for the crossover is owed to Rainy Frog, the publisher. During the collaboration process, Marvelous shared a lot of materials with the creators so they wanted to add as much as they could - which is attributed to the changes the farm undergoes as more puzzles are completed. James Kay played a lot of Story of Seasons: Friends of Mineral Town before creating this game, and hadn't played Story of Seasons: A Wonderful Life yet, so a majority of the design is based on inspiration from FoMT. A mobile version of Piczle Cross: Story of Seasons is mentioned to not be in the plans for the future.
